SCERT Chhattisgarh signs 3-year MoU with Sampark Foundation

Raipur: The State Council of Educational Research and Training (SCERT), Chhattisgarh and Sampark Foundation, a leading NGO working towards improving learning outcomes in primary education has signed a MoU for 3 years. The program aims to enhance learning outcomes of primary children (from classes 1 to 5) in more than 30,000 government schools in the state across 28 districts for Math and 19 districts for English. The primary goal of this collaboration is to make learning interesting, meaningful and effective for children by introducing Sampark Smart Shala’s (SSS) unique approach to teaching as well as implement new practices developed by Sampark in a phased manner under the aegis of the SCERT. The SSS pedagogy is in accordance with the curriculum of the state and is aligned with the state textbooks.

Sampark Shala’s unique approach focusing on improvement in learning outcomes in Mathematics and English have proven very effective. Considering this, SCERT, Chhattisgarh and Sampark Foundation is collaborating to provide technical and academic support to roll out Sampark Smart Shala Program across the designated schools in the state. The State had been working in collaboration with Sampark Foundation since 2015, and on the basis of effective outcomes has extended their agreement by three years applicable from August 2022 to July 2025.  Under the program, apart from teachers, SRGs (State Resource Group), BRGs (Block Resource Groups), BRCCs (Block Resource Centre Coordinator) and CACs (Cluster Academic Coordinator) would be trained in Sampark pedagogy to ultimately impact learning outcomes in children.

Sampark Foundation, through a self-funded initiative will deliver Sampark FLN TV (a learning content device that converts TV’s into a smart learning television), initially in 5000 government schools (which already has TV’s installed) to transform Government school classrooms into smart classrooms. This initiative is part of Sampark’s vision to drive large-scale improvement in learning outcomes and supporting government schools in becoming future-ready. Going forward, the plan is to install Sampark FLN TV in all the government schools in Chhattisgarh.

Sampark Foundation will provide innovative teaching-learning material for implementing the program. These resources will consist of 12 Sampark innovations which are – FLN based TLM’s; Sound Box; Puzzles and Games; Sampark TV; Lesson Plans; Teaching Videos; Chat Bots; English Speaking Program etc.

The program goal is to establish Chhattisgarh among the top 10 states by 2025 in learning outcomes of Math and English in Primary Classes. The program also aims to strengthen the capacity of the resource groups in the pedagogy of these 2 subjects through a collaborative process involving direct field-based

experiences. The program will also monitor all schools to ensure that learning outcomes are enhanced. To update progress and monitor the academic progress in the schools an application, samparksmartclass.org has been developed. This Platform will be utilized by the cluster, block and district officials to update the progress every month.

 

The Learning program will be implemented as per Sampark’s 5 step model of change – Partnership with the Government; Provide NIPUN aligned innovative training and Learning Methodologies, Train Teachers; Tech Enable Teachers to leverage all the resources in the Sampark Smart Shala mobile application and Monitor learning outcomes of the children.

SCERT, Chhattisgarh will be responsible for providing overall leadership in the implementation of the Program with the support of Sampark Foundation. Some of it’s roles and responsibilities include ensuring and monitoring participation of government functionaries, teachers and headmasters in all program activities. It will also make available a Learning Task Force which will have program coordinators to monitor and support schools to ensure the effective implementation of the program. SCERT will organize the training of State Resource Groups, teachers, DIETs for the program.

Sampark Foundation will be responsible for content development, designing and providing learning kits, assessment tools, annual and quarterly plans, capacity building of teachers through orientation, training, workshops, onsite visits etc. Sampark will provide print ready workbooks, apps for BRCCs and teachers which would be incorporated into the state education system. Sampark will make available its innovative learning pedagogy and learning tools at no cost to the government. Sampark will also work in collaboration with SCERT & DIETs as required for the further development of the program as well as participate in the monitoring of the program.

About Sampark FLN TV:

Sampark FLN TV is Sampark Foundations’ latest frugal innovation for government schools in India that creates a smart classroom. Sampark FLN TV is a device that converts any television into an interactive learning platform, featuring quizzes, worksheets, animated content and so on. The device comes with preloaded lessons delivered by Sampark Didi (extremely popular mascot and virtual teacher of Sampark Smart Shala). Significantly, this device can work offline too without any internet. The set-up includes an android set-up box and a remote with chapters organised according to the state curriculum.

It will drive learning outcomes by following the right sequence of ‘Learn, Play, Practice, Earn and Celebrate’. Teachers can provide students a better in-classroom experience thereby enabling students to better understand concepts. It plays a dual role of being both a means of lesson delivery as well as a database for teaching resources from lesson videos to question banks. The content is integrated with the Maths and English programmes of Sampark Smart Shala, an app by Sampark Foundation, which makes learning interesting and meaningful.

For example, according to Feedback Consulting, a research organisation, in Chhattisgarh, Jharkhand and Haryana, there has been a 34, 39 and 61 percent improvement respectively in performance of children in 2019-20.
